Girl Scouts of Central Texas is governed by a board of directors made up of community leaders dedicated to helping girls reach their full potential. The chair of the board and president of the Council is Kirsten Billhardt, and the Chief Executive Officer is Lynelle McKay

Lynelle McKay
Chief Executive Officer 

Lynelle McKay first joined Girl Scouts as a volunteer in 2008 with a focus on guiding STEM-related programming in Austin.  She later joined the Board of Directors for two years serving on the development and finance committees, the Strategic Learning Team and leading training sessions for Girl Scout staff. Lynelle currently serves as Chief Executive Officer for the council bringing top-level professional experience, superior leadership skills and a passionate commitment to the Girl Scout mission. 

Her corporate career spans over 20 years at Freescale Semiconductor, culminatingin her position as Senior Vice President and General Manager of the one billion dollar Networking and Multimedia business. Lynelle led a global organization with more than  2400 in staff, with teams in the U.S., Europe, Mexico, Israel, India and China. Retiring in 2008, Lynelle decided to devote her time to serving the community through volunteering with local nonprofits, like Girl Scouts. She is a board member of the Ann  Richards School Foundation and SAHELI, Asian Family Support Services of Austin, and has volunteered for multiple organizations, including the Military Child Education Coalition and the Zoo in You, an emotional leadership development program for children. 

Lynelle is a full-time mom to two teenage boys and currently resides in Austin with her family.

Candice Towe
Chief Operating Officer 

Candice Towe, once a Brownie and Girl Scout in the Pacific Northwest, is excited to return to Girl Scouts as Chief Operating Officer for Girl Scouts of Central Texas. Candice is responsible for leadership and direction in the areas of Membership, Programs, Volunteer Services, Camp and Product Sales Programs. As a member of the council executive team, she works closely with the CEO and team members in the process of setting strategic direction and translating the vision and strategic goals set by the council’s Board of Directors into operational strategies and actions.

Candice most recently served as Senior Development Officer for El Buen Samaritano, a nonprofit committed to helping Latino and other families in Central Texas lead healthy, productive and secure lives through high-quality and affordable healthcare, education and financial literacy services.  Candice brings more than 20 years of management experience in local, state and national public and private child welfare agencies focused on improving life outcomes for vulnerable children and families.

Candice holds degrees in applied behavioral sciences and human and organizational development. She loves to work hard, and then play hard. A few of her favorite things include family gatherings, running half marathons whenever she gets the chance, her kindle fire library, and music.

Jerry Sparato
Chief Financial Officer

Jerry joined Girl Scouts of Central Texas in May 2012. He currently serves as the Chief Financial Officer overseeing Retail Sales, Property, IT, Membership and Registration, and Accounting. He holds a Bachelor of Science from the University  of Colorado. Prior to working with GSCTX, Jerry spent 26 years as the Director of Operations with Time Warner. He is very active in his community and is a member of the Rotary Club of Pflugerville, sits on the Board of Pflugerville Library Advisory Board and is treasurer for the Pflugerville Council of Arts. He currently resides in Pflugerville with his wife. They have four grown children and three grandchildren.
